As strategic land promoters we work with landowners to bring land to the market with planning consent for housing, in order to deliver much needed high quality new homes. During the process we also work closely with housebuilders, councils, local residents and community groups to deliver sites that benefit the local community.

We believe the key to our success is our working together philosophy, and we are committed to helping landowners and housebuilders deliver sensitively designed housing developments that are tailored to fit the character of the local area and provide real community benefits.

By researching and understanding a Local Authority's housing land supply, we are able to identify sites which are suitable for delivery.  Residential land sites can be promoted over the longer term in conjunction with the Council's planning strategy if necessary. If the Local Authority is unable to demonstrate a 5 year supply of housing land, an immediate planning application may be considered.

Once planning permission has been secured we invite bids from housebuilders to realise the true value of the land for the owner, thereby maximising financial return.

Our strategic land promotion portfolio is diverse including both greenfield and greenbelt land. Our sites range from 45 - 3,000 homes on predominately greenfield sites, with in-depth consideration given to infrastructure, community needs and the socio-economic benefits that new housing brings to an area.

Strategic Land Site

As strategic land promoters we would work with you to bring forward your land under either a promotion agreement, option agreement or unconditional purchase to suit your requirements as the landowner.

Promotion Agreement - We use our resources to fund the strategic promotion of the land through the planning process.

Once planning permission has been achieved the site is then sold for the highest possible return.

The landowner is consulted during the whole process and our return is based on a pre-agreed split of the sales proceeds.

Freehold Purchase - For landowners wishing to dispose of land quickly, an outright purchase of the land can be agreed.

This can be with an overage in favour of the landowner to capture the uplift in value when a planning consent has been obtained.

Option Agreement - In return for a non-refundable sum of money, we have a legally binding option to purchase the land at some point in the future. 

This period of time is known as an “option period”.

Added Value For Landowners And Housebuilders

Housing delivery is a critical part of the economy, and central government has been keen to ensure planning consents are turned into houses quickly and efficiently.  As a land promoter, Catesby Estates do not build houses, and therefore it is imperative for us to demonstrate that our planning permissions are turned into ‘real homes’ quickly.

The Government introduced the Housing Delivery Test to ensure Local Authorities grant consent for schemes that are deliverable.  Catesby Estates has a best in class reputation, due to our ability to provide housebuilders with implementable permissions.   

The plethora of technical challenges and constraints on a land site, the constant evolution of innovative technology and building methods, and the ever changing government regulations and requirements, means it’s a challenge to build the 300,000 new homes needed every year to help solve the housing crisis.

As one of the biggest names in the land promotion sector, Catesby Estates are well known by housebuilders for our ability to deliver technically sound and well considered residential land sites. Housebuilders and Local Authorities have confidence that a planning permission obtained by Catesby Estates is deliverable.  This is a key part of our promotion strategy, and one of the main reasons why we are trusted by our partners and stakeholders.

Pioneering In Our Approach

As innovators within in the land promotion sector, we were one of the first to recognise the importance and added value, in-house technical expertise can deliver to both landowners and housebuilders.  We nurtured and developed our own in-house technical team, making our skill set unique amongst land promoters. 

Our technical team have a strong track record having worked for major housebuilders, and through their knowledge they are able to bring forward sites with comprehensive technical background work completed, and offer value engineered solutions to any site constraints.

This means there is less upfront risk for a housebuilder, that comes with a land site that has not been fully considered from a technical and deliverability perspective.  This in turn increases the speed of housing delivery, with housebuilders able get onsite and start construction quicker.  

The technical team are involved in all stages of land promotion from site acquisition and planning through to the final sale process. The team look at the deliverability and constraints of sites, which drive the evolution of the constraints plan and the final illustrative masterplan.  They address issues such as gradients, ground investigation, access, highways, utilities, flood risk and drainage.  This comprehensive technical input at the early stages, reduces the possibility of expensive delays later in the final sale and legal process of the land.  

A Strategic Land Promotion Year in Review 2019 - 2020 at Catesby Estates

Despite challenging circumstances as a result of the Covid-19 pandemic, the Catesby strategic land promotion business has remained agile in an uncertain working and economic environment.

Our strategic land promotion business model continued to operate with minimal disruption, and despite lockdown coming into force during our half year period, overall, this year was a strong financial performance with gross cash generated of £12.38m and pre-tax profits of £3.3m.

Catesby disposed of 4 sites to volume housebuilders, totalling 93 gross acres with planning consent obtained for 815 new homes with a total gross land value of £63.6m.  Our continued focus on the South Midlands, South, South East and East of England, means the average price per square foot of dwellings for private sales by our housebuilder customers is £352 reflecting the high demand in these areas.

Both offices at Warwick and Basingstoke have reopened after lockdown.  We have implemented a number of protocols across the business to safeguard our employees and landowners, including flexible working practices, and use of video conferencing facilities for meetings.  We have embraced the new working technologies, and our public consultation and community engagement practices for sites has been adapted to deal with social distancing requirements.

To help support the health and wellbeing of employees during lockdown, we held regular online catchup meetings with staff to discuss both personal and business issues, along with hosting regular social events bringing employees together.  Virtual events included; bingo, lunches, quiz nights and cocktail evenings.

The year also saw other changes, with Paul Brocklehurst stepping down as Chief Executive after 15 years with the business.

The experience and strength within the existing senior management team, saw Myron Osborne move into the Chief Executive role, and David Morris was promoted to Planning and Operations Director.  Between them they have over 30 years’ experience within the sector, and are well placed to lead the team as the business evolves. 

During the year planning consent was granted or resolved to grant on 1,344 homes across 7 sites, including 110 homes in East Horsley, where the average house price is in excess of £1,000,000. 

During lockdown, virtual committee hearings, proved fruitful with Catesby achieving one of its most successful planning periods to date.  With resolution to grant planning permission being achieved across 4 sites at Boxford, Kenilworth, Hellingly and Crowborough in just over a week, totalling 150 acres and 1,054 homes.

In addition to new homes, land was also provided across these sites for new facilities such as  a new community building, new primary school, allotments, equipped areas of play, country park extension and substantial highways, footpaths and cycleway enhancements. 

The opening of the Basingstoke office in April 2019, has enabled us to increase our support and accessibility for landowners located in the south of England.  The office has brought forward Alfold Phase 2 and Hellingly Phase 1 which are currently for sale, and planning applications have been submitted or are being prepared for Southwater, Bishops Green, Hellingly Phase 2 and Pulborough.

At Myton Green, Warwick, all four housebuilders are onsite, with over 100 residents due to be in occupation by January 2021.  The 25 acres of public open space, including 6 equipped play areas is due to be adopted by Warwickshire District Council, and the wider A452 Europa Way corridor infrastructure works are due to complete in March 2021, ending our involvement in this site.  Our commitment to early, high quality infrastructure delivery at Myton Green means housebuilders are able to bring forward the construction of new homes with residents benefitting from earlier occupation dates and more established recreational and wildlife areas.

Recent planning successes and sales, places emphasis on the replenishing of our land sites to ensure we continue to have a strong pipeline of unconsented sites to promote.  We continue to work closely with agents and landowners and to this end we secured new land sites at; Headcorn, Wickham, Gillingham, Haverhill, Hellingly 2, Alfold 3 and Whitstable totalling 1,519 acres and 6,592 homes.

Looking Forward At The Strategic Land Promotion Market

The housing and land market despite unprecedented wider economic issues due to the ongoing pandemic, is buoyant.  As a business we remain optimistic regarding the year ahead, with 6 consented sites, 227 acres and 1,344 homes ready for the market.  But much remains to be seen if demand for homes remains at the inflated levels currently being experienced.

Risk will be minimised by continually evolving the planning and community engagement strategies to promote sites through the Local Plan process, seeking allocations and gaining consents at a local level, rather than recourse to the Appeals process.

Our target sites are short (2 years) to medium (5 -7 years) term planning prospects, with high returns on capital invested with a continued focus on the South Midlands, South, South East and East of England.  However, we continue to be alive to wider opportunities elsewhere where the minimum financial return criteria are met.

We will continue to work with multi-disciplinary partners to ensure we bring forward sites which are sensitively designed, sustainable, positively address climate change issues and help provide much needed new homes, in line with the Governments’ desire to support economic recovery through development.

We pride ourselves on our approach to planning, with our land sites receiving Planning Officer recommendations for approval. We look to meet housing demand in areas of clearly identified need. 

This can be through promoting sites identified in existing or emerging local plans or where plans are out of date, identifying sites where demand for housing is high and submitting an application after extensive analysis and consultation.
